Small player with very good speed and fine touch around the net. Played for Universitātes sports Riga (US Riga) and Dinamo Riga. Was a four-time league champion in pre-war Latvia. Two time Latvian champion after World War II. At the Latvian Winter Sports meeting (Latvijas Ziemas Sporta Savienība), it was decided that Klāvs as a reserve player had to pay out of his own pocket in order to participate at the 1936 Olympics. While there he would be given a daily allowance.
He retired in the early 1950s. Became a successful ice hockey coach after having finished his playing career, one of his adepts being Latvian star Helmuts Balderis. Organized the first post war ice hockey tournament in Latvia. Also worked as a referee both in ice hockey and football.
Klāvs invited Soviet director of football and (bandy) hockey, Sergei Savin, to Riga in 1945. He gave him the rules of (Canadian) ice hockey which he had translated from Latvian to Russian. A key moment in Soviet ice hockey foundation.

De petite taille mais rapide et précis devant la cage. Il représente en club l'Universitātes Sports Riga et le Dinamo Riga. Quatre fois champion de la Lettonie brièvement indépendante de l'avant-Seconde Guerre mondiale. Deux fois champion de la RSS de Lettonie après la même guerre. Dut payer de sa poche pour être le joueur de réserve aux JO 1936, ainsi l'avait décidé le congrès letton des sports d'hiver, même si une fois sur place, on lui remit un petit viatique.
Il arrêta le hockey un petit peu avant la quarantaine pour devenir un entraîneur reconnu, notamment auprès d'Helmuts Balderis qui le cita en exemple. Il organisa le premier tournoi de hockey sur glace dans la Lettonie d'après-guerre. Il fut aussi arbitre en football et en hockey.
C'est également Klāvs qui invita le directeur du football et du hockey avec balle (bandy) de l'Union Soviétique, Sergei Savin, à Riga en 1945, et qui lui donna les règles du hockey sur glace qu'il avait préalablement traduites du letton en russe. Un moment décisif dans la création du hockey soviétique.
