A Lieutenant in the Army and a graduate of West Point in 1959. He then served the mandatory three years in the military, but also represented United States in the 1960 Olympics and 1961 World Championships.
He was originally slated as the No.1 goalie for the 1960 Olympics, but he did not play up to his standard in the pre-Olympic games, so coach Jack Riley used Jack McCartan instead.
Finished his playing career in KAC (Austria). Also toured Europe with the "European Canadians".
Palmer then coached in Germany (Bad Nauheim and Frankfurt). Later worked as an investment banker and counselor.
Also a very good golfer. Eventually settled down in Fribourg, Switzerland, obtaining Swiss citizenship.
Palmer actually still played in the lower Swiss leagues in the mid-1980s.

Lieutenant dans l'armée et diplômé de West Point en 1959, il a ensuite effectué ses trois années obligatoires de service militaire, tout en représentant les États-Unis aux Jeux olympiques 1960 et aux Championnats du monde 1961.
Initialement pressenti comme gardien numéro 1 pour les JO 1960, il fut si peu performant lors des tests préolympiques que l'entraîneur Jack Riley titularisa Jack McCartan.
Il a terminé sa carrière à Klagenfurt en Autriche en 1962/63 et a aussi effectué une tournée européenne avec les "Canadiens d'Europe".
Palmer a ensuite entraîné en Allemagne (Bad Nauheim et Francfort) puis travaillé comme banquier d'investissement et conseiller.
Également très bon golfeur, il s'est finalement installé à Fribourg et a obtenu la nationalité suisse. Palmer jouait encore dans les ligues inférieures suisses au milieu des années 1980.
